The objective of the contract is to assist the Ministry of Labour and Social Security which acts as the Operating Structure (OS) for the Human Resources Development (HRD) component of the Instrument for Pre-Accession to implement the HRD Operational Programme (HRD OP). The Contractor will help enhance the capacity of the OS and beneficiaries of the HRD OP in fields including but not limited to programming, tendering, contracting, implementation, monitoring, evaluation, quality control and dissemination.
The Contractor will also assist in implementing the communication action plan of the HRD OP. For this purpose, the Contractor is expected to provide:
- Strengthening and supporting the institutional and technical capacity of the Operating Structure, all operation beneficiaries including potential beneficiaries by the organization of trainings and meetings; providing guidance and support on projects preparation in line with Sectoral Operational Programme, monitoring, evaluation; preparation of action plans; study visits; giving counseling, ad-hoc advice etc.,
- Assisting in the grant schemes activities such as the preparation and the translation of the grant guidelines, organization of the information days, the establishment of the help desks for the grant beneficiaries, delivering all relevant trainings,
- Strengthening the Communication Strategy to increase the visibility and the awareness raising of the operation by preparing the action plans, printed and audio visual materials, organization of competition activities, meetings, dissemination activities etc.
